Sahibganj (Jharkhand), Feb 6. : In the wake of the outbreak of avian influenza

in bordering West Bengal, the Jharkhand Animal Husbandry Department is taking preventive measures against the flu in bordering villages as issued an alert.

"We do not have any reported cases of bird flu. Some cases of bird flu have been reported from West Bengal and since it is a bordering area, we have taken our precaution and birds in the adjoining areas of Bengal have been culled," said Shiv Janam Singh, an official, Animal Husbandry Department.

Poultry owners of Sahibganj district were distressed as their birds are dying.

"Within a week, 25 chickens out of 50 died and now the business is down. The flu has spread from Bengal," said Mohammad Kalam, a poultry owner.

The outbreak of avian influenza was first reported on January 14 from Hazrabati and Nagar villages (block Khargram) in Murshidabad district in West Bengal.

More epicentres surfaced in the same block - Haripur, Ninur, Pathai, Dhamaliara and Diara. The state government also notified outbreaks in the Faridpur, Budua, Khorjona, Simulia villages of Burwan Block.

Containment measures have been carried out as per the contingency plan of Department of Animal Husbandry, Dairying and Fisheries (DADF).

So far 150,686 birds have been culled and 18,190 eggs have been destroyed in West Bengal.

Yangon. Bird flu H5N1 has re-struck Myanmar with one case occurring in Yangon's Mayangong township in the beginning of this month, according to a statement of the Livestock Breeding and Veterinary Department (LBVD) Saturday, Xinhua News Agency informed.
Control measures are being against the spread of the disease, the statement said, calling on people to step up bio-security measures, change of livestock breeding system, avoidance of illegal import, transport and trading of chickens and its products, and prompt report of suspected bird flu case.
In April 2008, the World Animal Health Organization (OIE) declared Myanmar as a bird-flu-free country three months after the country was proved that there was no residual bird flu virus remained over the period since January of the year.
From February 2006 until the last in December 2007, there were numerous outbreaks of the avian influenza in Myanmar covering 25 townships of six states and divisions.
All of the occurrences were blamed for infecting from abroad especially that the virus was carried into the country by migratory birds from the cold regions in the world infecting local birds, according to the LBVD.
Myanmar reported outbreak of the avian influenza in the country for the first time in some poultry farms in Mandalay and Sagaing divisions in early 2006, followed by those in Yangon division in early 2007, in Mon state's Thanbyuzayat and western Bago division' s Letpadan in July and in eastern Bago division's Thanatpin and in Yangon division's Hmawby in October the same year.
Despite the declaration as a bird-flu-free country, the Myanmar livestock authorities continued to call on the country's people to exercise a long-term precaution against the deadly H5N1 bird flu.

AS of late the World Health Organisation (WHO) has come under attack by several countries saying they created a fake pandemic so cash strap pharmaceutical companies could profit.

The accusations came about after reports suggested that the influenza A H1N1 virus, commonly known as swine flu, proved to be more like the common flu virus rather than a deadly disease.

In response to the allegations however, WHO issued a statement saying they acted in the interest of humanity when they declared H1N1 a pandemic and was by no means ’improperly influenced by the pharmaceutical industry’.

Local Pan American Health Organisation (PAHO) representative, Dr Yitades Gebre, said the world was going through a real pandemic and that the allegations were scientifically wrong and historically incorrect.

’As an international institution involved in an unprecedented public health event, WHO understands criticism is inevitable, and when constructive, is very welcome,’ he said. Gebre, an adviser in family health and disease management, insisted that their aim has, and always would be, to provide independent advice to Member States.

’WHO took decisive actions in accordance with the International Health Regulations but did not announce the start of a pandemic until 11 June 2009 when the updated pandemic criteria were met.

This current influenza pandemic is a scientifically well-documented event in which the emergence and spread of a new influenza virus has caused an unusual epidemiological pattern of disease throughout the world. The labelling of the pandemic as ’fake’ is to ignore recent history and science and to trivialise the deaths of over 14,000 people and the many additional serious illnesses experienced by others,’ he said.

Chief Medical Officer at the Ministry of Health, Dr Anton Cumberbatch said he agreed with WHO and saw no merit for other countries to criticise the global health.

After all, lab analyses showed that this influenza virus was genetically and antigenically very different from other influenza viruses circulating among people and epidemiological information provided by Mexico, the United States and Canada demonstrated person-to-person transmission, while clinical information, from Mexico, indicated that the virus could cause severe disease and death, he said.

’There is a pandemic and it is real, and there is no reason for anyone to put their guard down’, he said.

After H1N1 was declared a pandemic, this country ordered more than130,000 doses of Tamiflu and 260,000 doses of the vaccine. So far, less than 50,000 people have been vaccinated against the virus and the ministry was unable to say how much doses of Tamiflu were still in stock,

When the Express asked Cumberbatch what was being done with the remaining Tamiflu doses, he said although the H1N1 was not as predominant, they had originally ordered the antiviral for H5N1.

Avian influenza, otherwise known as H5N1, has taken flight in Southeast Asia, and according to Cumberbatch, the ministry was keeping up surveillance because this could be a next pandemic.

He said while the world has concentrated on countering the H1N1 swine flu pandemic, avian influenza, or H5N1, has quietly continued to take a toll on both poultry and human populations.

Last year, reports indicated that 17 countries had outbreaks of H5N1 in domestic poultry and wild birds.

WHO also issued a statement saying that H5N1 poses a pandemic threat because out of those reported 72 human cases, 32 of them were fatal.

Our observation of the pandemic is that swine flu is down internationally, but that is not to say that there cannot be another wave so therefore we are going to be alert and advise the national community to remain alert and we strongly recommend people get vaccinated, particularly those who are in ’at risk’ groups,’ he said.

Tại Cà Mau, sau khi dịch cúm tái phát cuối tháng 12-2009, vừa qua dịch tiếp tục phát sinh tại hai gia đình ở xã An Xuyên, thành phố Cà Mau làm hơn 1.040 con vịt bị chết và buộc tiêu hủy. Đến nay, dịch đã lan ra 8 xã thuộc 3 huyện, thành phố của tỉnh Cà Mau với tổng số gia cầm bị tiêu hủy là 1.018 con gà, 3.112 con vịt và 24 con ngan.

Ngày 5-2, Chi cục Thú y tỉnh Kon Tum cũng đã tiêu hủy gần 1.300 con vịt, 157 con gà và 64 con ngan, 250 quả trứng của một hộ chăn nuôi trú tại thôn Đăk Mế, xã Bờ Y, huyện Ngọc Hồi vì bị cúm gia cầm.

AUTHORITIES continued to destroy ducks and chickens on Thursday in the second day of a cull intended to prevent an outbreak of bird flu from spreading beyond Takeo province’s Pralay Meas village, agriculture officials said.

“We destroyed 50 ducks and 150 chickens in Pralay Meas village today,” said Thai Ly, Takeo province’s chief officer of domesticated animals.
Thai Ly said that authorities would continue the cull until all fowl in the village were eliminated.

“At that point, we will closely monitor the village [for infections] for the next 30 days and continue to ensure that no poultry is sold or trafficked through the area,” he said.

Thai Ly said that officials will soon hold talks with farmers and vendors across Koh Andeth district to discuss the ban on selling poultry and other temporary measures critical to containing the bird flu outbreak.

Nhib Sron, director of the Takeo agriculture office, said that almost all of the ducks in the village had been destroyed on the first day of the cull, allowing authorities to focus their attention on elusive and highly mobile chickens.

“There aren’t nearly as many chickens as ducks in the village, which makes them harder to pin down, compounded with the fact that unlike ducks they tend to walk around everywhere,” he said.

He said that as an additional precaution, the perimeter of the village was being sprayed with an antibacterial agent called TH-4, although the compound is not effective against viruses.

Nhib Sron also said that authorities planned to confine the cull to Pralay Meas village despite instructions from the Ministry of Agriculture, Forestry and Fisheries to kill all poultry within 5 kilometres of the outbreak area.

“Within the 5-kilometre range, we are still going to enforce the commercial ban on poultry and teach people about the dangers of the disease,” he said, adding that no human infections had been reported.

On Wednesday local authorities and representatives from several ministries launched their response to the outbreak, which centred on a village-wide poultry cull that saw 710 ducks and 350 chickens eliminated by day’s end.

The ministry ordered the cull on Tuesday after several ducks killed in an unidentified outbreak tested positive for the H5N1 virus, commonly known as bird flu. Before the results were announced, more than 19,500 ducks had died and 35,000 had fallen ill.

Cambodia reported its first case of H5N1 in poultry in January 2004. Four human cases of bird flu were reported in Cambodia between February and May of 2005, all of them fatal. There have been nine known cases of bird flu in Cambodia. Two of them, including the case of a Kampong Cham man diagnosed in December, have been non-lethal.
