"This is not the strain of avian influenza that has caused human infections overseas," Mr Dubs said in a statement.
"The Australian government, working with industry, has successfully eradicated five outbreaks of avian influenza in the past."
Dr Andrew Cameron, the state's chief veterinary officer, said authorities acted quickly to quarantine the two properties run by a company north of Melbourne to remove any chance the virus could spread.
"This is all about making sure that the virus doesn't one day in the future evolve and mutate into a more serious form," he told reporters on Friday.
The source of the latest outbreak has not been confirmed, but officials believe the virus could have been introduced from wild waterfowl known to harbour influenza viruses.

The 18-year-old man in Tangerang, who was suspected of being infected with bird flu and who died on Wednesday, tested positive for swine flu, the Health Ministry said.

The ministry’s head of research and development, Trihono, told The Jakarta Post on Thursday that the man, known as R, had contracted H1N1, which caused a pandemic in 2009.

Trihono said, however, that it was unlikely that the man had died of swine flu. “While swine flu was deadly in 2009 and 2010, it is no longer a harmful disease.”
He added that the disease is a lot like a more common seasonal flu. “The sufferer does not even need to be isolated,” he said.

The World Health Organization announced in 2010 that the H1N1 swine-flu pandemic had passed, but made clear that “this does not mean that the H1N1 virus has gone away”.

Trihono suspected that the patient might have suffered from another, deadlier disease, which led to his death. “That disease killed him rather than the swine flu.”

Officials from Tangerang General Hospital and the regency’s health authority declined to comment on the swine-flu infection, telling the Post that only Health Ministry officials were authorized to make such comments.

The hospital’s spokesman, Achmad Muchlis, had earlier said that R had died from respiratory problems. The man, a resident from Panongan district in Tangerang, died after being treated for five days.

The hospital had conducted polymerase chain reaction tests to confirm whether he had bird flu but they came back negative. It said it would conduct more tests.

“The research and development department has not yet received the patient’s complete medical record. We cannot reveal his cause of death just now,” Trihono said.

The ministry said it would examine the case further as there was a possibility, no matter how small, that the swine flu could transform into a more threatening virus to human beings. “The test that we are about to conduct is aimed at ensuring that the swine-flu threat is still under control,” he said.

She was a relative of a 24-year-old man who died on 7 January, the World Health Organization (WHO) said, adding that the two had contact with the same pigeons in their neighbourhood.

    According to WHO, the latest fatalities brought the death toll from avian influenza in the country to 152, out of 184 confirmed cases since 2006.

    The Health Ministry's director-general of disease control and environmental health, Tjandra Yoga Aditama, said there was no evidence that human-to-human transmission was involved in the latest case.

    "As long as there are still birds carrying the virus, there will be cases of bird flu in humans from time to time," Aditama told IRIN.

    Of 60 bird flu cases detected last year in Indonesia, 11 were fatal, Aditama said.

    "We have to continue to maintain our vigilance," Aditama said. "The Indonesian government is taking the threat of bird flu seriously and is taking measures like countries in other parts of the world."

    Coordination

    But Marius Widjajarta, chairman of the Indonesian Consumer Empowerment Foundation for Health (YPKKI), cited a lack of coordination among different government departments as hampering efforts to contain its spread.

    "We can see that the Health Ministry, the Agriculture Ministry and local governments are doing their own things," Widjajarta told IRIN. "What if there was a pandemic?"

    "All parties concerned must cooperate to promote changes in people's behaviour and attitude towards the threat of bird flu," he added.

    Public awareness campaigns were done sporadically, he said, and official reporting of bird flu cases in poultry has been spotty.

    The Health Ministry said bird flu was endemic in poultry in all but three of Indonesia's 31 provinces. The ministry has designated 100 hospitals across the archipelago nation as being well-equipped to treat bird flu patients.

    According to WHO, 344 people in 12 countries have died of bird flu since 2003, with Indonesia reporting the most fatalities.

    WHO said so far, transmission of H5N1 viruses from animals to humans had only resulted in sporadic human cases or small clusters among close contacts, with no evidence of community-level spread.

    "These sporadic human cases and small clusters of human infection with variant influenza viruses are expected and are not considered unusual, and do not change WHO's current assessment of pandemic risk," WHO said in a statement released in December.

    Hong Kong: Call for vigilance after H5N1 found in goose

    A dead goose found at Sham Tseng has tested positive for the H5N1 bird flu virus.
    The decomposed carcass was found at Anglers' Beach on Castle Peak Road last Friday and required a series of tests before the positive result was confirmed yesterday, the Agriculture, Fisheries and Conservation Department said.

    Sham Tseng, between Tuen Mun and Tsuen Wan, is famous for its roast goose dishes.

    But restaurants shrugged off the discovery.

    "Our business has not been affected by bird flu and customers have not questioned us about this incident," said Ng Kuen-wah, manager of Yue Kee Restaurant.

    "Our chilled goose comes from Guangzhou. We have been operating for a few decades, so I don't think customers will challenge our quality."

    The five others - three black-headed gulls, a little egret and an oriental magpie - were found in Tin Shui Wai, Yuen Lung, Tuen Mun and on Lantau.

    A department spokesman said there were no poultry farms within a three- kilometer radius of where the dead goose was found.

    The department also found no evidence of anyone keeping poultry in their backyards.

    It will continue to monitor the situation and conduct inspections of the area.

    The discovery of the dead goose comes days after fresh chicken sales resumed last Friday, following a 21-day ban, when the bird flu warning was lowered from "serious" to "alert."

    The department has notified poultry farmers, pet bird shop owners and licensed holders of pet poultry and racing pigeons that proper precautions must be taken.

    The spokesman said the department will frequently inspect poultry farms and wholesale markets to ensure that proper precautions against avian influenza are being implemented.
