(Op/Ed) Indonesia's bird flu warrior takes on the world

Sliding with short steps onto the stage in front of a crowd of students, academics and supporters, Indonesia's Health Minister Siti Fadilah Supari is in her element.
Her hair swept up into the voluminous bouffant favoured by Indonesia's wealthy ladies, the bespectacled 57-year-old delivers her scalding critique of global injustice in soft, rounded Javanese vowels that frequently trail into a whisper.

The venue is a university discussion of her memoir-cum-manifesto, "It's Time for the World to Change: Divine Hands Behind Avian Influenza," and the audience bursts into applause as she issues her broadsides.
Supari is in charge of the response to bird flu in the country most heavily hit by the virus. With 112 dead and counting, Indonesia accounts for nearly half of all human deaths from the disease.

If the H5N1 virus mutates into a form easily transmissible between humans, setting off a worldwide pandemic that could kill millions, it will likely happen here.

But while most governments have set about tracking the spread and development of the bug, Supari has turned the fight against avian influenza into a broader struggle over the soul of globalisation.
Since late 2006 Supari has refused to share all but a handful of Indonesia's virus samples with the World Health Organisation (WHO), saying Indonesia will only resume if the system is changed to give poor countries control over where their viruses go, and a share of any profits from vaccines.

Addressing the crowd, Supari accused rich countries and the WHO of a conspiracy to trick poor nations into giving away virus samples, which she says are passed on to drug companies for their own profit.
"Then the virus is turned into vaccines (that are sent to) Indonesia and Indonesia has to buy them and if they don't buy them, they have to go into debt and it turns and turns again, and in the end developed countries make new viruses which are then sent to developing countries," she said.

Supari claimed vindication in early 2007 after Australian drug company CSL came forward with a trial vaccine containing Indonesian bird flu strains.

CSL freely admits to using Indonesian strains but says under current WHO rules it is under no obligation to compensate Indonesia or guarantee access, company spokeswoman Rachel David says.
"The concerns that were raised by the Indonesia health minister (in 2007) were legitimate, and of course she was concerned about the access of Indonesia to pandemic vaccines, but it was essentially not something CSL was in a position to help with," she says.

'The nuttiest idea I've ever heard'
Even some who sympathise with Supari's charge that corporations rig the global health system think she is playing a dangerous game.

Keeping samples away from international scientists leaves the world dangerously uninformed about the virus and potentially unaware of an emerging pandemic, says Kartono Mohamad, former head of Indonesia's doctor's association.

"If something happens then maybe Indonesia is to blame if we cannot help the world contain the virus," he says.

"She has a point, but she's gambling. She's not only gambling with the virus but the safety and security of the Indonesian people as well."

"She has kind of become giddy because many people, especially the Islamic organisations, see her as a hero, a new hero in this country because she is fighting the United States," former top doctor Kartono Mohamad says.

"I disagree with her approach, with the way she is talking to other parties and actually that approach puts us in a difficult position. For example, I have lost some friends, research fellows," says the head of the expert panel of Indonesia's bird flu committee, Amin Subandrio.

Despite her anti-Western rhetoric, Supari has also frozen most Indonesian scientists out of access to virus samples, Subandrio said.

"Some of the statements in her book are not based on evidence but probably only based on information from some person, I don't know who is giving her information," Subandrio says.

Transmitters to unravel avian migration mystery

BHUBANESWAR: For the first time, migratory routes of birds that throng the Chilika lagoon would be determined through satellite telemetry.

An initiative that will throw light on the path that the avian visitors take to during their intercontinental migration, which has remained more or less shrouded in mystery, would see 35 birds of five species fitted with satellite transmitters.

A team from the United State Geological Survey (USGS) would impart technical training to the local wildlife as well as veterinary staffers as well as to members of Bombay Natural History Society (BNHS) which will play a major role in this satellite telemetry project along with the Food and Agriculture Organisation.

Chilika, sub-continent?s largest birding site attracts over 7 lakh migratory birds including species from various parts of the globe. Of the 226 species recorded at the wetland during the winter, 95 species are inter- continental.

A similar satellite telemetry project was implemented on the Siberian cranes of Bharatpur Wildlife Sanctuary in Rajasthan a few years back.

But this project promises to be big. "It's for the first time in India that multiple species are being fitted with such transmitters," Chief Executive, Chilika Development Authority (CDA), Sudarshan Panda said. Necessary clearance from Chief Wildlife Warden B.K.Patnaik has been secured for the programme.

Orissa, earlier, had witnessed satellite telemetry programme experimented on Olive Ridley turtles.

The amphibians were fitted with transmitters which were bigger in size than the ones to be attached to the birds.

"This initiative is likely to give us vital information on the migratory behaviour of birds", Panda said.

Besides, CDA is gearing up to carry out an extensive disease surveillance in the lagoon in wake of the avian influenza threat. The exercise would start on December 9 and conclude on December 17 during which teams would collect blood samples of the birds. The samples would be examined for presence of the H5N1 virus.

It is being carried out jointly by FAO, Ministry of Environment and Forests,Ministry of Agriculture, Wetland International, Directorate of Veterinary and Animal Husbandry besides BNHS, USGS and CDA.

Hong Kong reports H5 bird flu cases

HONG KONG -- Hong Kong top health official confirmed here Tuesday that a chicken farm at the New Territories had reported cases of the H5 avian influenza virus.

"Three dead chicken found at a chicken farm at Yuen Long district were H5 positive after our laboratory tests," York Chow, Secretary for Food and Health of Hong Kong Special Administrative Region (HKSAR) government, said in a press conference.

It was Hong Kong's first case of H5 infection this winter and health authority has raised its vigilance level to "serious" after the suspected bird flu cases.

Chow said the HKSAR government had declared the areas within 3 kilometers near the farm an "epidemic spot" and ordered the culling of about 80,000 chickens located in the areas.

Two farms in the areas have been closed after the H5 cases and health authority had decided to suspend the imports of live poultry into the city and the trading of live poultry for 21 days starting Tuesday.

"Those staff in close contact with live poultry in the farms are in good health now without any syndromes of H5 infection," Chow said, "but we will closely monitor the situation."

He said the Food and Health Bureau had noticed all hospitals in the city to be on high alert and must report timely the possible suspected human cases of bird flu infection.

"I also call on the public to remain vigilant and keep their personal hygiene," he added.

Countries ban Irish pork in toxin scare

PARIS -- Authorities across Europe and Asia rushed to pull Irish pork from store shelves or ban imports Monday as the European Commission said a score of countries could be affected by a dioxin scare.

Ireland on Saturday said it was recalling all pork products made in the country after the discovery of dioxins, which may cause cancer, in slaughtered pigs.

The chemicals were thought to have contaminated feed.

Ireland is a major exporter of pork, with Britain by far the biggest market, followed by Germany, France, Russia and Japan, according to official figures.

But several countries said their imports were small and they did not expect problems, but were taking action to reassure consumers.

"We are currently suspending imports as a precaution," said Mitsue Kondo, a food safety official at Japan's health ministry.

Japanese authorities are also checking with Irish officials about the contaminated meat and may recall Irish pork products, she added.

"Along with the ban on imports, retailers were told to stop the sale of Irish pork products," a South Korean agriculture ministry spokesman told AFP.

China's General Administration of Quality Inspection and Quarantine said, "In accordance with a China-Ireland bilateral agreement, we have provisionally stopped the direct and indirect import of Irish pork products and livestock feed."

"Secondly we have recalled and returned Irish pork products that were produced after September 1," it added in a notice on its website.

Singapore's government said it had suspended the import and sale of all pork and related products from Ireland.

Importers and retailers have been instructed to recall the products from the market with immediate effect, the Agri-Food and Veterinary Authority said in a statement on its website.

The Straits Times newspaper said Singapore imported about 516 tonnes (567.6 tons) of pork products from Ireland in the last three months.

In Europe, Bulgarian veterinary inspectors banned the sale of 60 tonnes of pork imported from Ireland earlier this month.

The ministry of farming and food said that the shipments of Irish meat were found in storehouses in the capital Sofia and the central city of Plovdiv.

It added that veterinary inspectors will check a further 112 cold stores across the country, conduct lab analyses and destroy any meat or meat products if found to contain dioxins.

In Berlin, the government said Germany had only imported minimal amounts of Irish pork and sees no public health threat, although it ordered all Irish pork pulled from the shelves Sunday.

Germany has imported only 2,000 tonnes of pork from Ireland since September 1, the period specified by Dublin in its warning, the agriculture and consumer affairs ministry said.

The head of Poland's veterinary services, Krzysztof Jazdzewski, said his department was checking 667 tonnes of Irish pork imported by three companies.

Russia also announced it was suspending imports of Irish pork products as well as the sale of such products until Moscow can determine how many tonnes of Irish pork have reached Russia and during what period, Russian news agencies reported.

European Agriculture Commissioner Androulla Vassiliou said earlier that the EU's 27 member states should remove pork products from Ireland from sale and carry out tests.

She said in Brussels that potentially contaminated meat may have been sent to Belgium, Britain, Cyprus, Denmark, Estonia, France, Germany, Italy, the Netherlands, Poland, Portugal and Sweden within the EU.

Tainted meat may also have been sent to non-EU members Canada, China, Hong Kong, Japan, Russia, Singapore, South Korea, Switzerland and the United States.

In France, Agriculture Minister Michel Barnier played down the threat in an interview published Monday, while adding that traders had been ordered to check the provenance of their products and withdraw relevant Irish pork.

"It is not a major alert for France," he told the daily Le Parisien.

"Ninety-five percent of fresh pork consumed in France is produced in this country."

Hong Kong to cull 80,000 chickens after H5 outbreak

HONG KONG, Dec 9 (Reuters) - Hong Kong health authorities said on Tuesday they would cull 80,000 chickens after a batch of chickens were confirmed to have the H5 birdflu virus. The H5 birdflu strain is a low pathogenic avian influenza. Experts fear the more deadly H5N1 strain, which remains mainly an animal disease but has infected humans, could mutate to a form that spreads easily among people. Hong Kong's Health Secretary York Chow said the affected farm was in Hong Kong's northern Yuen Long district near the border with China, which reported the unusual deaths of 60 chickens on Monday. "After a series of tests, we have confirmed this morning that the chickens died from the H5 virus," Chow told reporters, adding three dead chickens were tested and 20 faeces samples were taken. Chow also said that he had raised the alert status of avian flu to "serious" with immediate effect. He said all 80,000 chickens within a 3 km radius of the farm would be destroyed. Three dead chickens tested positive for bird flu in Hong Kong, prompting the city to suspend poultry imports for 21 days and begin slaughtering 80,000 birds, an official said Tuesday.

"We feel that Hong Kong is facing a new alert for bird flu," said York Chow, secretary for food and health.

Chow said the chickens, found Monday at a farm with 60,000 birds, had the H5 virus and further tests were being done to see if they had the deadly H5N1 strain.

The farm and neighboring poultry operations were declared part of an infected zone, and about 80,000 birds in the area would be killed to prevent the spread of the disease, Chow said.

He added that the 21-day ban on poultry imports would last through the Christmas holiday, a time when chicken is an important dish in celebratory dinners.

Hong Kong's biggest bird flu outbreak was in 1997, when the H5N1 strain jumped to humans and killed six people. That prompted the government to slaughter all 1.5 million poultry in the territory.

In 2001, the government also carried out a massive poultry slaughter, killing 306,000 birds in wholesale and retail markets and 951,000 in local farms to eradicate an outbreak of bird flu. The city now has 600,000 birds, Chow said.

At least 245 people have died of bird flu worldwide since 2003, according to the World Health Organization.

Hong Kong's government has been encouraging retailers to stop selling live birds, and the majority of shops have given up their licenses to sell live poultry. But eating fresh chicken is an important part of the culture and many shoppers still want freshly slaughtered birds.

Mr Manuel Aguinaga-Perez, mayor of Oyotun, reported today [3 Dec 2008] that
the city council of Oyotun, a district located 83 km (52 miles) east from
Chiclayo [capital city of Lambayeque Department on the northern Peruvian
coast], is declaring an emergency alert because of the risk for a potential
outbreak of bubonic plague as a result of the presence of a "massive"
number of rats that have destroyed 360 hectares (890 acres) of crops in
this area.


Mr Aguinaga reported that specialists from the Ministry of Health had found
up to 25 Asiatic rat fleas (_Xenopsylla cheopis_), vectors of bubonic
plague, per rat. For this reason, he declared that they fear the occurrence
of an outbreak of plague. A similar situation occurred 14 years ago in
Morrope District, where more than 100 people died. "This phenomenon alarmed
local health authorities, and we are working alongside every involved area
in order to prevent the occurrence of a deadly epidemic,"
he declared.

Even though Mr Aguinaga pointed out that to date not a single case of
plague has been reported in Oyotun, he said "there is a potential threat
that may expand and burst like a flame, and this is an important reason for
concern."
He indicated that the communities of Campo Nuevo, Zorronto, Pan
de Azucar, Macuaco, and Espinal had lost about 360 hectares of crops,
mainly cornfields, because of the massive presence of rats, and this has
caused serious economical problems for local farmers.

"We are requesting from the regional government financial support,
particularly seeds for affected farmers," Mr Aguinaga added; and he
observed that the presence of a massive rat invasion had been reported
since last June [2008], and now has spread to the higher parts of the district
.

Mr Aguinaga pointed out that, under the leadership of the Ministry of
Health, a coordinated plan was elaborated with the participation of the
Agricultural sector and the district municipality, since massive rodent
elimination may lead fleas to feed on other warm-blooded mammals.

S. Korea halts quarantine inspections of Irish pork

SEOUL, Dec. 8 (Yonhap) -- The South Korean government said Monday that it has temporarily halted all quarantine inspections of Irish pork after Dublin said it discovered a cancer-causing compound in its domestic product.

The move effectively blocks all imports and calls on local importers and distributors to recall products held in storage facilities and sold on the market, the Ministry for Food, Agriculture, Forestry and Fisheries said.

The Vietnamese Health Ministry said it is considering setting a suitable melamine level in food. Meanwhile, local milk companies are suffering heavy losses because of the lack of standard tolerable level of melamine in food.

According to an announcement released on December 5 by WHO, the TDI for melamine should be limited to 0.2 mg per kilogram of body weight. This means a person who weighs 50kg can tolerate up to 10 mg melamine per day. Meanwhile, WHO also stressed that melamine is a contaminant that should not be in food, although sometimes it is unavoidable.

Nguyen Thi Khanh Tram, Vice Chief of the Food Safety and Hygiene Agency under the Health Ministry, said it is rational for the Ministry of Agriculture and Rural Development to set the melamine threshold in animal feeds, and the Health Ministry will consider the tolerable level of melamine in food, after the WHO announced the TDI for melamine.

Nguyen Cong Khan, Chief of the Food Safety and Hygiene Agency under the Health Ministry, also said that the Health Ministry is about to set the tolerable level of melamine in food based on careful calculation of melamine safety limit in food, so it will take the ministry some more time.

Before the WHO announced the TDI for melamine, some countries set their own rules on this.

Some dairy companies were hit by the lack of a TDI for melamine in Vietnam. The Hanoi Milk JS Company is currently stuck with 180 tons of powdered milk that it imported from China early this year. According to the Health Ministry, this volume of milk contains melamine, so it must be destroyed or re-exported to China.

However, Dinh Van Thinh, Vice Chairman of Hanoimilk, said the firm can not re-export this volume of milk to China because the concentration of melamine in this product is lower than the TDI for melamine in China and other countries. Moreover, the firms that sold milk to Hanoimilk are not listed on the blacklist of the Chinese government.

Dang Anh Tuan, Deputy General Director of Hanoimilk, said the firm would not destroy the volume of milk. “Management agencies should come to destroy it. We are exhausted already. We can not pay VND 1 million to destroy each ton of milk. The losses at Hanoimilk caused by the Health Ministry’s sluggishness in issuing the TDI for melamine in food is VND 42 billion ($2.47 million),” Tuan said.

Alarm bells ring after Bird Flu hits Assam

KOLKATA, Dec. 8:

The state health department has put all the districts on high alert after receiving confirmation of a Bird Flu outbreak in Assam a few days ago.
On 1 December, a letter was issued to all the chief medical officers of health (CMOHs) in the state by the joint director of public health. Hospitals in the state have been asked to keep tabs on influenza cases. The health department has also asked the district health officials to be prepared to deal with an emergency situation efficiently.
A senior health department official told The Statesman: “On 1 December, the Centre notified us of a Bird Flu outbreak in our neighbouring state, Assam. On that day itself, we have put all our districts on high alert. Primarily, it was decided that only north Bengal districts would be put on alert. But later, all the districts were cautioned because the H5N1 virus has hit Bangladesh too. Earlier this year, Bird Flu entered the state when cattle traders brought poultry to Birbhum from Bangladesh.”

Another official said: “We have started checking our stock of protective gears, medicines for rapid response teams. All the districts have been asked to send a list of requirements as early as possible. Last time when Bird Flu surfaced in the state, the Centre had allotted us protective gears and medicines. Some of these are still with us and we have already started receiving new stocks. These would be sent to the districts as per their requirement.” The animal resources development department (ARD) has also decided to increase surveillance on poultry. This time stress has been laid on bordering districts so that no infected bird is brought into the state from Bangladesh.
“We are keeping a close watch on the bordering districts so that no poultry bird could reach the state with the cattle traders. The Centre has also asked the Border Security Force to keep a sharp watch on the cattle traders. They should be prevented from taking any kind of poultry into the state from Bangladesh,” said a senior ARD official.

Hundred Lithuanians get experimental bird flu vaccine

Almost one hundred residents of Lithuania have been given an experimental vaccine for fighting bird flu, Radio Vilnius/ELTA informed.

According to Lithuanian scientists, all of the participants of the medical test were volunteers.

Medical professionals, involved in the research in Lithuania said that they cannot yet reveal much information about the results of the experiment.

It was said that the vaccine came from Austria.

The volunteers received two injections of the vaccine and later made notes on the way they felt and symptoms in a special journal. The test is to last for eight months. Even though it started only a few weeks ago, medical professionals claim they have enough volunteers.

The virus, which originated in Asia, reached Europe in this decade. Over three hundred people have already died from it.

GUWAHATI, Dec 7: The members of the Assamese Diaspora assembled at the Assam Bhawan Mumbai yesterday to form a disaster management team in order to be in a state of preparedness to meet any emergency at a given point of time. The meeting was initiated by Deputy Resident Commissioner of Assam Bhawan Mumbai Devasish Sharma.
Speaking on the occassion, noted film maker Padmashree Jahnu Baruah said that it could be a terrorist attack today, an earthquake tomorrow, a deluge the next day or may be a desperate need for some blood for a loved one some other day. He said, “ The Assamese Diaspora should be well prepared to face any emergency by being able to provide the much needed back up support not just its members but also to the city of Mumbai which is our home today.”A core team of 25 members was formed representing various areas of the city of Mumbai. The members took a pledge to organize themselves to be fully equipped to handle any disaster like situation by keeping a close liason with the disaster management cell of the Government of Maharashtra. The basic aim of this team would be to have an orzanized group of people to swing into action in the need of the hour. This disaster management cell would be monitored by the officers of Assam Bhawan Mumbai with a 24X7 control room having a telephone (022- 2781088). This was stated in a press release.


MMC Hospital sets up isolation wards for flu


Dec. 7: Mahendra Mohan Choudhury Hospital has geared up to accommodate any human victim suffering from avian influenza virus from Kamrup (metro) and Kamrup districts.
Ashok Barkotoky, the deputy superintendent of MMCH told The Telegraph that the hospital has procured all necessary equipment and medicines and set up isolation wards for both male and female patients. He said the isolation wards would be equipped with ventilation facility to treat very critical cases.
“We have circulated instructions on treatment and management of the infection to our staff in case they receive a patient showing symptoms of avian influenza. The symptoms of avian influenza, caused by H5N1 virus, are sore throat, cough, fever, pneumonia, respiratory distress, respiratory failure and other life-threatening complications. The hospital has procured masks and other disposable kits for the use of doctors and para-medical staff while treating any case of avian influenza,” Barkotoky said.
According to Barkotoky, the MMCH has received all necessary medicine including anti-biotic injections and intravenous fluid from the state health department as well as the Centre.
An official of the state health and welfare department said studies reveal that avian influenza spread from birds to humans and not person-to-person. He said even though there has been no human infection so far in Assam, hospitals like the MMCH has to be kept ready in view of the fact that the virus is spreading fast among the poultry population in Kamrup (metro), Kamrup and other Lower Assam districts.
The official said a team of doctors and nurses would be briefed on the bird flu isolation wards in MMCH from tomorrow. The MMCH authorities said if the situation warrants, the number of beds in the isolation wards can be increased.
On the other hand, the villagers in the bird flu-hit areas of Kamrup district who refused to co-operate with the culling teams will not be paid any compensation.
Kamrup deputy commissioner R.C. Jain said a section of villagers in Hajo area is unwilling to give up their birds for culling.
“During the culling operation at Hajo, it was observed that some of the people hid their poultry. As a result of that we had started combing operation in the area from yesterday,” he said.
An official of the state veterinary department involved in the culling, on condition of anonymity, said during the combing operation, house-to-house search is being conducted in the affected areas.
“During the combing operation, if we find owners hiding poultry then they will not be entitled to the compensation,” the source said.
The government is giving a compensation of Rs 80 for large birds, Rs 40 for medium-sized birds and Rs 20 for chicks.
In Kamrup district, so far 160,000 birds have been culled against the target of two lakh. Prior to yesterday’s combing operation, culling was done for six days.
“Our men are doing their best. It is everyone’s duty to cooperate to stop the deadly virus from spreading. Fortunately there has been no human infection so far,” the veterinary department source added.
Apart from the worst affected Kamrup, the outbreak of avian flu was also confirmed in some areas of Kamrup (metro), Nalbari and Barpeta districts.

Gardaí investigate source of contaminated pork

Gardaí are now involved in the investigation into the source of contaminated pork products which saw a dramatic recall of all Irish pork products on Saturday.

A spokesman told The Irish Times this morning it was too early to say whether the matter would become a criminal investigation.

An estimated 100,000 pigs will have to be destroyed because of the pigmeat crisis which has led to the recall of all Irish pork products in Ireland’s largest food scare since BSE.

The public have been told to dump or return all pork products which they purchased since September 1st last because of the risk of dioxin contamination.

It is estimated that €125 million worth of food products in home and in export markets – up to 25 countries – will have to be destroyed.

The recall followed the discovery of potentially dangerous dioxins, known as PCBs, in pigmeat. They were initially traced in an un-named meat plant in the Republic. The dioxins were contained in feed supplied from a Co Carlow food recycling plant, it emerged yesterday.

As the Government moved to ease the fears of consumers, investigations were continuing at 10 pig farms and 38 beef farms in the Republic. The contamination is likely to have a severe impact on the €7 billion Irish food industry.

It emerged yesterday contaminated feed from the Co Carlow facility, Millstream Recycling in Clohamon Mills, had also been supplied to nine farms in Northern Ireland which now have been restricted.

The investigation has found contaminated pork with dioxin levels of 80 to 200 times above the safety limits. It is being led by the Departments of Agriculture and Health, and the Food Safety Authority of Ireland (FSAI). The Garda Síochána are also involved.

The dramatic food recall was announced on Saturday night as the investigation into the source of the contamination, understood to be oil, was stepped up after tests at a UK laboratory in York confirmed the presence of dioxins in the pigmeat.

The crisis began, however, last month when a routine sample was taken from the meat plant. Results of further tests from cattle farms will be known later today.

Other examination of Irish products in the Netherlands, France and Belgium prompted the action by the Government in an attempt to protect consumer confidence at home and abroad.

The European Commission has called a meeting of food safety experts from Ireland and other affected EU states tomorrow to co-ordinate a Europe-wide response to the contamination of Irish pork products.

Millstream Recycling has confirmed it has been working with Department of Agriculture officials to identify the source of PCBs found in pig meal used in a number of farms in Ireland. Accepting the need for a recall, Millstream Recycling said it would be carrying out “a full investigation to establish how the company’s strict health and safety procedures and the high quality standards could possibly have been breached”.

Last night the FSAI repeated its advice to consumers not to eat any pork products. But it said people should not be alarmed or concerned in relation to the potential risks from short-term exposure to dioxins found in pork products.

Dr Tony Holohan, chief medical officer at the Department of Health, said a number of health studies conducted in Belgium since the dioxin scare in 1999 had not found any negative effects on the population. “From the experience in Belgium we don’t anticipate any health effects and on that basis we are reassuring people.”

Prof James Heffron, a specialist on the biochemistry of detoxification at UCC’s biochemical toxicology lab, told The Irish Times, however, the Government in his view needed to do more to reassure the public. Prof Heffron said information on the amount of dioxin found in affected meat should be released in addition to further details on the duration of exposure. “When we have this information we can relate it to World Health Organisation guidelines on acceptable levels of dioxin,” he added.

The recall led to almost 2,000 calls to the FSAI helpline yesterday. Queues formed at supermarkets as shoppers returned products for which the Government said they should receive a refund. The National Consumer Agency (NCA) said consumers were entitled to be refunded. NCA chief executive Anne Fitzgerald said: “Under legislation consumers are entitled to repair, replacement or refund of a faulty product. In the case of pork meat or other food products containing pork, consumers are entitled to a refund as a repair or replacement does not apply in this instant.

The Convenience Stores and Newsagents Association called on the Government to provide an emergency compensation package so that retailers and suppliers would not be left out of pocket.

In Assam, more than one lakh fifty thousand poultry birds have been culled so far in the bird flu affected areas of the State. 432 Rapid Response Teams (RRTs) have been deployed for culling operation in 83 villages in Kamrup Nalbari, Barpeta and Baksa districts after confirmation of spread of avian influenza. The State Director of Veterinary Department Dr. Aswini Kotoky told our Guwahati Correspondent this evening that unnatural death of poultry birds have been reported from some more areas of Bongaigaon and Chirang districts.

The above comments suggest that H5N1 has spread to Chirang, a seventh district in Assam (see updated map). Chirang is adjacent to Bongaigaon, where H5N1 was confirmed by local officials. The test confirmations in Bhopal are lagging deaths by as many as 10 days, but the above unnatural poultry deaths suggest H5N1 continues to spread ahead of confirmatory lab tests.

These latest deaths are near the borders of West Bengal and Bhutan, including the Manas Wildlife Sanctuary in Bhutan and Assam, as well as the Buxa Wildlife Sancuary in West Bengal, which could lead to an accelerated spread.

More outbreaks are expected.

Around 100,000 pigs will have to be culled as a result of the major food safety scare that has led to Irish pork and bacon products being removed from sale worldwide.

The recall was put into effect on Saturday night after tests confirmed that pigs on a large number of farms had been eating feed contaminated with dioxin.

The feed was supplied by Millstream Recycling in Clohamon, Bunclody, Co Wexford, which says it is examining how its health and safety procedures could have been breached.

An estimated €125m worth of food products will have to be destroyed in up to 25 different countries.

Beef is also being tested to determine if it is free from contamination, with the results expected in the next 24 hours.

Tainted Irish pork may have reached 25 countries: official

DUBLIN (AFP) — Contaminated Irish pig meat may have been exported to up to 25 countries, Ireland's chief vet said Sunday, as shops at home and abroad cleared pork from their shelves amid fears of a cancer link.

"We believe it's in the order of 20 to 25 countries. It's certainly less than 30," Paddy Rogan said in comments quoted by the Irish media.

His remarks came after ministers Saturday ordered all pig meat products from the Republic of Ireland to be withdrawn as dioxins, which may cause cancer, were found in slaughtered pigs thought to have eaten contaminated feed.

The recall involved products processed since September 1 and has caused panic in the Emerald Isle, where many families would have been buying their traditional Christmas ham in the coming days.

Ireland is a major exporter of pork, with Britain by far the biggest market followed by Germany, France, Russia and Japan. Other major export destinations include Hong Kong, China and the Netherlands.

Officials and police are investigating the possible source of the contaminated feed, a plant run by Millstream Power Recycling Limited near Fenagh, County Carlow in southwest Ireland.

David Curtin, a firm spokesman, said what was under investigation was oil used in machinery used to dry the recycled bread products and dough which are ingredients in the feed.

He denied that any oil or other substance had been added to the feed during processing.

Irish Prime Minister Brian Cowen stepped in to try and calm the situation, saying it was important his government took "whatever measures are necessary" to build confidence in the industry for the future.

"The problem has been located. The continuing examination and inquiries will proceed and we must take action to reinforce confidence to the public, and obviously also allow the industry to move on from this point," Cowen said.

The crisis is another blow to recession-hit Ireland, where about 5,000 people work in a pig meat industry which exported 129,000 tonnes worth 368 million euros (468 million dollars) in 2007, according to official figures.

Irish people are being told not to eat domestically-reared pork meat, bacon, pork sausages, sausage meat, gammon steaks, offal from pigs, salami, ham, sausage rolls, black pudding and white pudding.

Supermarket shelves have been cleared of Irish pork products while stockists in Britain, like retailer Waitrose, have also pulled them as officials advise consumers not to eat Irish or Northern Irish pork.

Germany said it was taking all Irish pork products off the shelves as a precautionary measure, while contaminated Irish pork has been found in France and Belgium.

Swedish authorities have also advised consumers to avoid products containing Irish pork until further notice.

The European Commission
announced it was closely monitoring the situation, saying experts from countries that may have received tainted pork shipments would meet Tuesday.

Dioxins are toxic chemicals that can have serious health effects, including causing cancers, if there is long-term exposure to them at high levels.

Food Safety Authority of Ireland deputy chief executive Alan Reilly said dioxin levels found in meat samples were between 80 and 200 times above the legal limit but stressed the risk to the public was "very, very low".

"You would have to be eating products containing these chemicals for 40 years before you would show any signs of illness," he said.

Padraig Walshe, president of the Irish Farmers' Association, said the recall was an "absolute disaster" in the run-up to Christmas, adding the contamination could cost Irish farmers hundreds of millions of euros.

"It is going to be very difficult for the industry to get itself re-established and get customers to buy output again," Walshe told state broadcaster RTE. "It is a huge blow to the industry."

The contaminated feed was supplied to 10 Irish farms which supply roughly 10 percent of Ireland's pigs.

Nine farms in Northern Ireland have also used the contaminated feed.

Culling continues in Assam, as bird flu spreads

Kamrup (Assam), Dec 8 : At least 100,000 birds have been culled in Assam after bird flu began to spread in an alarming manner.More than 100,000 chickens and ducks have been be slaughtered over the weekend in around 20 villages, after one of them, just 35 km of Guwahati, was hit by bird flu.

Authorities are worried about a new outbreak after some poultry deaths were reported in Palasbari.

"It is around between two to three lakh. About two lakh more need to be culled," said S L Mewara, the state's commissioner of veterinary and animal husbandry department.

The virus has now spread to Barpeta and Nalbari districts besides Kamrup district.

Samples sent earlier to laboratories in Bhopal had tested positive or H5N1 avian influenza.

The State Government ordered culling operations and officers began going from house to house urging villagers to hand over their poultry.

Sale and movement of poultry in and around Guwahati has been prohibited and precautionary measures stepped up in other parts of the state.

Migratory birds from Siberia and Myanmar are believed to be the carrier agent of the flu to Assam.

India has not reported any human infections so far, though the first outbreak in poultry was reported in 2006 in Maharashtra.

An alert has been sounded in lower Assam districts, as bird-flu is spreading to Nalbari, Baska, Barpeta and Bongaigaon from Kamrup (rural) district, official sources said here today.

Starting from Hajo revenue circle of Kamrup (rural) early this week the avian disease spread to fresh districts, forcing the government to deploy several rapid response teams in the affected areas for culling of the birds.

Along with the rapid response team, specialists and doctors were deployed in the affected areas, the sources said.

Kamrup (rural) district deputy commissioner R C Jain told that the avian flu was suspected to have been brought into the state by migratory birds.

Stating that some poultry owners were resisting culling, official sources said their birds would be culled with police assistance and legal action would be taken against them.

The outbreak of bird-flu was confirmed by the Bhopal-based animal disease laboratory, after testing blood samples of the affected birds.


The above comments indicate H5N1 has spread to a sixth district, Bongaigaon (see updated map). This rapid spread has led to alerts in adjacent areas, including states to the south (Tripura and Mizoram), raising concerns that the spread of H5N1 has extended significantly beyond the confirmed areas.

Recent media reports indicated positive samples were collected 10 days earlier, raising concerns that H5N1 has already spread into adjacent districts in Assam, and states adjacent to Assam. West Bengal is only 30 miles from the Bogaigaon district capital and outbreaks in Kamrup are only 10 miles from the border with Meghalaya.

Moreover, the culling delays could lead to infection of local resident and migratory birds, which could lead to significant spread, even if borders are closed.

The rapid spread of H5N1 in Assam, and advance of significant temperature drops, remains cause for concern.

The East African Community yesterday launched a Euro 3 million (about Sh4.9 billion) preparedness plan against a bird flu virus as the region was not entirely safe from the deadly disease.

It said although East African countries have so far not been affected, reported cases of the disease in neighbouring Sudan should be a cause for concern and extra vigilance.

"Our field surveillance systems must be bolstered if we are to fully prepare for this looming threat,," warned the EAC director of productive and social sectors, Dr Nyamajeje Caleb Weggoro.

He emphasised an early detection approach for the highly pathogenic avian influenza (bird flu) is reported to have wiped out 150 million chicken and killed over 70 people in some parts of the world, mainly South East Asia, three years ago.

Dr Weggoro said the fact that all suspected cases of bird flu in the region have tested negative for H5NI, the virus causing the disease, was no excuse for laxity.

"Due to the proximity of EAC partner states to Sudan, a country that has already reported several cases, we must be alert and on the look out," he said. He added that poultry production systems in the EAC region tend to be very extensive.

Moreover, he continued, the close interaction between humans and birds was "likely to predispose humans to the virus causing the disease in case birds are infected."

The EAC regional avian influenza preparedness and response plan, a three-year project funded by the European Union, aims at improving capacities to coordinate, plan and respond to the avian influenza threat to the region.

Under the project, the United Nations Food and Agricultural Organisation (FAO) is to receive euro 1.68 million. This would be spent mainly on capacity building and technical support, while the balance would go to the EAC secretariat.

"The overall objective of the project is to contribute to the socio-economic welfare and public health in the EAC by minimising the impact of avian influenza," said a senior livestock officer with the EAC, Mr Timothy Wesonga.

Besides focusing on other trans-boundary animal diseases, the plan aims to support the implementation of national avian and human influenza response programmes in all the five EAC partner states of Tanzania, Uganda, Kenya, Burundi and Rwanda.

The regional organisation has dealt with the bird flu threat since late 2005 when the disease was reported in some African countries, including Egypt, Sudan and South Africa.

A crisis in the pig industry in Ireland now reaches Britain too. At least nine farms in Northern Ireland are confirmed to have received pig feed from the Irish Republic contaminated with dioxin.

Given that the Irish have withdrawn their entire pork produce from shelves, it would now seem logical Britain, at least Northern Ireland, will do the same.

I've just finished interviewing a pork industry spokesman who confirmed that it is theoretically possible contaminated feed could have been sent to mainland Britain. And it seems it's pretty hard to know whether your sausages have come from Northern Ireland or not.

So there's a big problem.

As with bird flu it's not the inherent risk but the precautionary measures that matter. Personally I'd go on eating Irish pork quite happily and the experts say it is quite safe to do so. But governments, or at least Dublin, are taking no risks.

As I write the Food Standards Agency are not saying a lot. That is not a sustainable position I suggest, given the above news. The UK government department DEFRA, say it's an FSA matter, nothing to do with them.

"The problem has been located. The continuing examination and inquiries will proceed and we must take action to reinforce confidence to the public, and obviously also allow the industry to move on from this point," Cowen said.

The crisis is another blow to recession-hit Ireland, where about 5,000 people work in a pig meat industry which exported 129,000 tonnes worth 368 million euros (468 million dollars) in 2007, according to official figures.

Irish people are being told not to eat domestically-reared pork meat, bacon, pork sausages, sausage meat, gammon steaks, offal from pigs, salami, ham, sausage rolls, black pudding and white pudding.

Supermarket shelves have been cleared of Irish pork products while retailers in Britain which stock them, like Waitrose, have also pulled them as officials advise consumers not to eat Irish or Northern Irish pork.

Germany said it was taking all Irish pork products off the shelves as a precautionary measure, contaminated Irish pork has been found in France and Belgium, and Swedish authorities advised consumers to avoid products containing Irish pork until further notice.

The European Commission announced it was closely monitoring the situation, saying experts from countries that may have received tainted pork shipments would meet on Tuesday.

Dioxins are toxic chemicals that can have serious health effects, including causing cancers, if there is long-term exposure to them at high levels.

FSAI deputy chief executive Alan Reilly said dioxin levels found in meat samples were between 80 and 200 times above the legal limit but stressed the risk to the public was "very, very low".

"You would have to be eating products containing these chemicals for 40 years before you would show any signs of illness," he said.

Padraig Walshe, president of the Irish Farmers' Association, said the recall was an "absolute disaster" in the run-up to Christmas, adding the contamination could cost Irish farmers hundreds of millions of euros.

"It is going to be very difficult for the industry to get itself re-established and get customers to buy output again," Walshe told RTE. "It is a huge blow to the industry."

The contaminated feed was supplied to 10 Irish farms which supply roughly 10 percent of Ireland's pigs. Nine farms in Northern Ireland have also used the contaminated feed.

Rhodri Evans, FSAI chief toxicology specialist, told AFP that the source of the contamination was "possibly" oil at a plant in Ireland that used recycled bread and dough to make pig feed.

The dreaded bird flu or avian influenza, which was confirmed at a village of Hajo in Kamrup district on November 27, has since spread to a number of new areas of several districts. This is a matter of grave concern, as the efforts initiated at containing the disease have not been successful.

First, the authorities were late in having the abnormal death of fowls in large numbers – reported since November 21 -- confirmed as bird flu.

Then, allegations have also been made about the unscientific disposal of the remains of the dead birds


The above comments are from a recent Assam Tribune editorial. The number of confirmed districts has grown to six (see satellite map), and media reports indicate the daily confirmations are from samples collected 10 days ago, raising concerns that the spread is well beyond the confirmed locations.

The sequence of events is similar to those of West Bengal a year earlier. Testing was limited and delayed, resulting in the start of culling long after birds began to die. Eventually, culling was initiated in regions with excessive poultry deaths, followed by culling in regions bordering West Bengal. However, the spread was great in both West Bengal and adjacent Bangladesh, resulting in the largest outbreaks reported to date.

However, these culling delays can allow spread to snowball though additional infections of villagers as well as resident wild birds and mammals who eat the birds. A year ago in West Bengal, villagers were either eating the dead birds, or improperly disposing of them, creating opportunities for further H5N1 spread. Moreover, vouchers below Market value led to hiding of birds or transport to other areas. Although West Bengal borders were sealed, the H5N1 rapidly spread.

In Assam, the spread has also been rapid, even though the outbreaks began a month earlier when the temperature was warmer. This rapid spread may have created excessive birds deaths in other areas. Thus, the current extent of spread remains unclear, but the shortage of culling groups and delayed culling remain causes of concern. In addition to the spread, the delays in controlling the spread increase the number of mammals infected by H5N1, which increases the likelihood for selection of genetic changes that will increase the efficiency of transmission to humans.

Last season one H5N1 human case was confirmed in Bangladesh, but many additional unreported cases were likely.

AGARTALA/AIZAWL - The northeastern states of Tripura and Mizoram on Sunday sounded a bird flu alert after the spread of the virus in adjoining Assam, officials said.

More than 100,000 poultry were culled in Assam during the past 10 days after a bird flu outbreak in the state.


“The Mizoram government has asked traders not to import poultry and poultry products from Assam and asked its officials to maintain a close vigil along the border,” Director of Animal Husbandry and Veterinary C. Sangnghina said.


He said: “There are no reports of avian flu attack in Mizoram, but we cannot remain complacent.”

The Tripura government also issued a similar bird flu alert.


“More than 80 Rapid Response Teams (RRT) are ready to act in case of an outbreak of bird flu in Tripura,” said Sisir Paul, deputy director of the state’s animal resource department.

Ban on poultry transportation in Assam as bird flu spreads

Guwahati: With bird flu spreading to at least three districts since it was first detected in a village in Hajo block in Kamrup (Rural) district in November, authorities in Assam have imposed a ban on inter-district transportation of poultry.

We have so far culled over one lakh, "100,000" chicks in different villages in Kamrup, Nalbari and Barpeta districts, while authorities in different districts have banned entry of poultry from other districts in order to prevent further spread of the disease,” Aswini Kataky, Director of Veterinary and Animal Husbandry said here on Sunday.

Four days later bird flu was detected and confirmed at Patgaon village under Rani block as well as in Sarpara village under Rampur block, both in Kamrup district. Bird flu was subsequently reported and confirmed in Gobardhana block in Barpeta district and in Paschim Nalbari block in the last three days. Rapid reaction teams have already culled about 50,000 birds in these two blocks in the last two days, Kataky said.

The Assam Government has sounded a general alert against the spread of bird flu apart from the ban on inter-district transportation of poultry. “There have been some reports of people trying to shift the birds from infected areas to other places with the intention of disposing them off in the markets instead of taking the government compensation,” Kataky said.
Meanwhile, authorities in the three Barak Valley districts of southern Assam have banned the entry of poultry from neighbouring Manipur, Meghalaya and Mizoram in view of the bird flu reported from different parts of the state. A sizeable number of poultry is regularly smuggled into the Barak Valley from Bangladesh and it was from such smuggled poultry that Tripura had suffered a massive outbreak of bird flu last year.

Can Tho Agricultural and Animal Product Import Export Company used the imported fish meal to produce 1,249,600 products that were sold to 11 agencies and catfish breeders in Vinh Long and Dong Thap provinces and Can Tho city.

Authorities have asked agricultural businesses in the Mekong Delta to monitor their products carefully.

Any enterprise found breaking the law will receive strict treatment, Agriculture and Rural Development Deputy Minister Luong Le Phuong told the conference organized by the National Agriculture, Forestry and Fisheries Quality Administrative Directorate of Viet Nam (Nafiqad).

The conference was held to review the results of inspections of seafood enterprises in Vietnam’s southern region and discuss ways to improve state management of the seafood industry.

Nafiqad said two of 18 seafood enterprises inspected were not providing estimates of their impact on the environment. Other firms did not have standards for materials or were not following proper equipment maintenance procedures.
