The quest for public health security at Hajj: The WHO guidelines on communicable disease alert and response during mass gatherings
Public health security, the provision of safeguarding health and safety for a designated population during a specific event, is paramount to the success of all mass gatherings (MG).
Hajj, the pilgrimage to Makkah, Saudi Arabia – one of the largest annual MG – this year hosted over 2.5 million. Hajj presents an annual public health security challenge of extraordinary dimensions, not only due to its scale but also due to Hajj-specific environmental and host factors.
Opportunities for sharing public health security insights from Hajj are limited by the lack of standardized outcome measures. The June 2008 WHO Guidelines on communicable disease alert and response for mass gatherings offer novel opportunities for both Hajj planning and assessment. We discuss these evolution of the Guidelines and the first assessment of their efficacy in a live MG environment. We examine potential opportunities for applying these Guidelines in the novel, intensely dynamic, annually recurrent Hajj environment.
We believe Hajj-related findings and outcome measurements using these Guidelines will translate broadly to be of value to many non-Hajj MG sectors.
Finally, we suggest areas for outcome assessment and future enquiry and invite the first Hajj-specific communicable disease alert guidelines.

القاهرة: أكد محمد توفيق مدير المؤسسة القومية لتيسير الحج والعمرة بوزارة التضامن الإجتماعى المصرية أن مرض إنفلونزا الخنازير لم يؤثر على السياحة الدينية وسيتم إعتباراً من غدا الخميس تقديم طلبات الحج فى الإدارات الإجتماعية المتواجدة فى الجمعيات الأهلية.
CAIRO: Mohamed Tawfiq Director of the National Institute to facilitate the Hajj and Umrah Social Solidarity Ministry said that the swine flu disease did not affect the religious tourism and will be beginning on Thursday, a religious pilgrimage to the submission of applications found in the departments of social NGOs.
ونقل موقع الاذاعة والتليفزيون المصري عن توفيق قوله :" إن المؤسسة تقوم بتنظيم رحلة حج إقتصادية سنويا لعدد 12,5 ألف مواطن، حيث يتم تخصيص 630 تأشيرة للجمعيات المركزية و11092 تأشيرة بأسعار اقتصادية و843 بأسعار".

ويأتى ذلك على الرغم من التصريحات التى ادلى بها الدكتور حاتم الجبلي وزير الصحة الجمعة والتى ناشد فيها المواطنين المصريين تأجيل رحلات الحج والعمرة إن أمكن خوفا من انتشار أنفلونزا الخنازير، مؤكدا أنه سيتم تطبيق الحجر الصحي على جميع الحجاج العائدين إذا ظهر المرض في السعودية.
Comes in spite of the remarks made by Dr. Hatem el-Gabali, Minister of Health on Friday, which called on citizens to defer travel of Egyptian Hajj and Umrah, if possible, fearing the spread of swine flu, stressing that it will apply to all quarantine pilgrims returning if the disease in Saudi Arabia.
وقال الجبلي في حديث صحفي: " إن فيروس إنفلونزا الخنازير سيدخل مصر عاجلا أم آجلا، فى حين أوضح الدكتور فتحى سرور رئيس مجلس الشعب انه يلزم التنبيه بلهجة مزعجة إزاء خطر الفيروس (إتش1 إن1) ".
The mountain in a newspaper interview: "The swine flu virus will enter Egypt, sooner or later, while Dr. Fathi Sorour, Speaker of the People needed to be worded warning about the risk of disturbing the virus (1 H, 1)."
وأضاف سرور أن الحكومة طالبت المواطنين بعدم التعامل مع الدجاج أو تربيتها ولم يحترموا هذا الكلام ، مشيرا الى أن كل ما حدث من جراء إنفلونزا الطيور كان بسبب الإهمال وعدم احترام قواعد التعامل الآمن مع الدواجن والاحتياطات الواجب توافرها.
Sorour said that the government asked the citizens not to deal with the chickens, farmed and did not respect this talk, pointing out that all that has happened as a result of bird flu was caused by neglect and lack of respect for the rules of safe handling of poultry and with the precautions to be available.
وأضاف محمد توفيق أن الجمعيات الأهلية تقوم بتنظيم 26 ألف رحلة عمرة ونحو 500و12 ألف تأشيرة ، مشيراً الى أن وزارة التضامن تقوم بالإشراف على الإجراءات ولابد أن يكون المتقدم للعمرة عضواً فى الجمعية الأهلية.
He added that Mohamed Tawfik NGOs organize trips every year 12,500 visas, adding that the Ministry of Solidarity and the supervision of the procedures must be developed for the old members of the assembly capacity.
وقال توفيق انه تم الإعلان عن أسعار رحلات الحج والعمرة لتوعية المواطنين من التلاعب الذى أنتشر مؤخراً نتيجة لجوء بعض الجمعيات الأهلية لبيع تأشيرات الحج والعمرة فى السوق السوداء.
Taufik said he was the announcement of the price of the Hajj and Umrah trips to educate citizens of the manipulation, which has spread recently as a result of the use of some NGOs for the sale of the Hajj and Umrah visas on the black market.
وأوضح أن وزارة التضامن الاجتماعى تقوم بتنظيم رحلات عمرة إلى الأراضى المقدسة بالتنسيق مع أعضاء الجمعيات الأهلية والشركات السياحية للحصول على أنسب الأسعار، حيث تبلغ تكلفة حصول الفرد على التأشيرة 3800 جنيه فى حالة إقامتة فى غرفة ثنائية و3500 جنيه للغرفة التى يقيم بها ثلاثة أفراد، على أن يتم سداد 50 ريالا للسلطات السعودية عن كل يوم تخلف المعتمر عن موعد الرحلة.
He explained that the Ministry of Social Solidarity is to organize trips to the Holy Land every year in coordination with members of NGOs and tour operators to obtain the most suitable price, where the cost of obtaining individual visas for 3800 pounds in the event of his stay in the Chamber of bilateral and pounds for the 3500 Conference, home to the three individuals, to are paid 50 riyals to the Saudi authorities for each day when the failure of Umrah trip.
