It is understandable that nobody wishes their own country to be known as an outbreak epicenter, but timely and accurate information is essential to slowing the progress of whatever bad thing may happen. H5 is endemic over quite a large area of the global land mass right now, and a pandemic emergence is possible anywhere within that area. This should be universally understood, and the occurrence of an H5 emergence does not necessarily characterize the people of the area more than the choice of how they handle the situation. If the worst comes to the worst and an individual or group cannot help their selves, then help others.
