With older groups, injected flu vaccine for poultry only meet 75%, while the new group, the vaccine is not effective, so the risk of spread in poultry and humans is very large.  In addition, tests conducted on aquatic birds are breeding herds, sold in many places but no active disease but still carry the H5N1 virus.  "The conversion of H5N1 virus in poultry in the absence of vaccine against the disease is an increased risk of virus mutate to spread from person to person" - Mr. Show concern.
