All schools in any prefecture where a new type of influenza is detected should be temporarily closed down as a measure to prevent an outbreak even if only one person is infected, a government panel has recommended.

Preventive measures against outbreaks of a new type of influenza -- including the temporary closure of all schools in prefectures where the outbreak occurs -- were compiled at an expert meeting of the Ministry of Health, Labor and Welfare on Thursday.

The ministry has established a policy to entrust prefectures to decide on temporarily closing schools to prevent the infection from spreading. Until now, this had been left to cities, towns and villages to decide.

Under the new measures, medical consultation over the phone, which is usually available only for patients with chronic diseases on isolated islands, will be used for victims of the new type of influenza regardless of area, and prescriptions will be given to them by fax.

The new measures are expected to be reflected in the government's action plan.
